RFP: Seeking Assistance to Develop a CEDS online platform & Data Reference Tool

Southern Tier 8 Regional Board would like to improve access to the Economic Development District’s Comprehensive Economic Development Strategy (CEDS; https://admin.steny.org/southern-tier-8/assets/olp5pu0u2tc4000c )

The Regional Board is seeking a consultant to build an interactive data webpage specific to the Southern Tier and create a web-based CEDS that can easily be updated by the Regional Board Staff.

The Data interface should be easy to use for grant-writers, municipal leaders and the public.  The data should be published at a municipal, census tract and county level relative to New York State and USA statistics and be pointed to publicly sourced webpages.  (Although Census and American Community Survey provides much of this data free-of-charge, it is hard to find and not specific to the Southern Tier). 

A preliminary list of data is to include: Income, educational attainment, industry (or occupation) and population demographics age, race, ethnicity, gender, marital status, income, education, and employment, average unemployment rate, average poverty rate, and may also include drug overdoses, job postings, venture capital investment, farms with internet access, patent rate, migration, commuting distance.

While the current CEDS document is a static PDF, the web-based CEDS should be easy for staff to edit and add committee members, showcase engagement, link to organizational platforms, and maps (such as: relative to proximity to market, population changes, infrastructure plans), have several editable sections to update economic resiliency initiatives and 5-year goals as well as a section to track progress and showcase best practices.

These webpages should be built in a Directus CMS Platform and the chosen consultant must be willing to work with the current web host programmers and designers at hue creative for a user interface that is seamless and addition to the current organizational site.
