The Deputy Director assists the Executive Director in the administrative, technical, programmatic, and operational management of the Southern Tier 8 Regional Board. The position supports the organization’s role as a multi-county regional planning and economic development organization, Local Development District (LDD) for the Appalachian Regional Commission (ARC), and Economic Development District (EDD) for the U.S. Economic Development Administration (EDA).

The Deputy Director works closely with the Executive Director, Regional Board members, county planning and economic development officials, federal and state agencies, municipalities, nonprofit organizations, educational institutions, workforce organizations, and private-sector partners to advance regional priorities and implement programs that improve economic opportunity, infrastructure, workforce capacity, community resilience, and quality of life throughout the multi-county region.

Responsibilities include, but are not limited to:

  1. Executive and Organizational Support
  • Assists the Executive Director with the overall administration, management, strategic direction, and day-to-day operations of the organization.
  • Serves as a principal advisor to the Executive Director on organizational, programmatic, administrative, and regional development matters.
  • In the absence of the Executive Director, assumes the duties and responsibilities of the Executive Director and provides continuity of organizational operations, staff supervision, Board functions, and external relationships.
  • Supports implementation of the Regional Board’s strategic plan, annual work program, organizational priorities, and performance objectives.
  • Assists in preparing reports, presentations, recommendations, policies, work plans, budgets, and other materials for the Executive Director and Regional Board.
  1. Regional Planning and Economic Development
  • Coordinates and provides technical leadership for regional planning, economic development, community development, infrastructure, workforce development, resiliency, and other multi-county initiatives.
  • Supports the identification, evaluation, prioritization, and advancement of publicly-funded projects that address regional needs and align with federal, state, and local economic and community development priorities.
  • Provides technical assistance to member counties, municipalities, nonprofit organizations, educational institutions, and other partners in the development of projects, programs, and funding strategies.
  • Helps communities identify appropriate federal, state, and private funding resources and assists with project development, grant strategy, application development, and implementation.
  • Supports regional initiatives involving economic development and domestic manufacturing, workforce development and education, critical infrastructure, innovation ecosystems, resiliency, and community capacity building.
  1. ARC and EDA Program Administration
  • Supports the Regional Board’s responsibilities as the Appalachian Regional Commission Local Development District and U.S. Economic Development Administration Economic Development District.
  • Assists with the administration and implementation of ARC and EDA programs, annual work programs, regional investment priorities, project pipelines, and related federal requirements.
  • Coordinates regional project development activities and assists applicants and local partners in preparing competitive funding proposals.
  • Supports compliance with federal and state grant requirements, including applicable administrative, financial, reporting, procurement, monitoring, and documentation requirements.
  • Works with staff and partner organizations to improve grant administration, project implementation, performance measurement, and reporting processes.
  • Monitors federal and state funding opportunities, policy changes, regulations, and program priorities that may affect the region and advises the Executive Director and Regional Board accordingly.
  1. Staff Supervision and Program Management
  • Provides direct supervision, guidance, and oversight of Regional Board staff as assigned by the Executive Director.
  • Coordinates staff activities to ensure that programs, projects, contracts, grants, and work assignments are completed effectively, efficiently, and in accordance with approved work plans.
  • Assists staff in addressing complex technical, administrative, programmatic, and project-development challenges.
  • Advises staff on the development of new programs, initiatives, partnerships, and funding opportunities.
  • Promotes collaboration among staff working across different program areas and encourages the sharing of technical expertise and regional resources.
  • Assists the Executive Director with personnel management, performance evaluation, professional development, recruitment, and workforce planning.
  1. Project Development and Technical Assistance
  • Provides or coordinates technical assistance to local governments, nonprofit organizations, economic development organizations, educational institutions, workforce organizations, and other regional partners.
  • Assists communities with project concept development, feasibility assessment, strategic planning, funding identification, grant applications, partnerships, budgets, implementation strategies, and project administration.
  • Reviews proposed projects for consistency with regional priorities, available funding programs, federal and state requirements, and established economic and community development objectives.
  • Helps develop regional project pipelines and strategies for advancing high-priority investments.
  • Coordinates technical resources and partner expertise to address complex project-development challenges.
  1. Regional Partnerships and Intergovernmental Relations
  • Develops and maintains effective working relationships with member counties, municipal governments, state and federal agencies, economic development organizations, educational institutions, workforce organizations, civic groups, professional associations, nonprofit organizations, businesses, and the general public.
  • Represents the Regional Board in intergovernmental, regional, state, and federal discussions concerning economic and community development.
  • Facilitates multi-county collaboration and encourages the development of strategic partnerships that leverage public, private, and philanthropic resources.
  • Serves as a liaison among local governments, regional organizations, state agencies, federal partners, and other stakeholders on matters affecting regional development.
  • Promotes coordination among county planning and economic development organizations to identify shared challenges and opportunities.
  1. Research, Data, and Regional Intelligence
  • Develops and implements methods for the collection, analysis, interpretation, and presentation of regional economic, demographic, workforce, infrastructure, environmental, fiscal, and other relevant data.
  • Oversees or coordinates research necessary to identify emerging regional challenges, opportunities, trends, and investment priorities.
  • Uses quantitative and qualitative information to support regional planning, project prioritization, funding strategies, policy recommendations, and organizational decision-making.
  • Supports development and maintenance of regional profiles, performance measures, dashboards, reports, and other tools used to communicate regional conditions and investment opportunities.
  • Translates complex research and statistical information into practical recommendations for local governments, Board members, partners, and stakeholders.
  1. Program Innovation and Capacity Building
  • Identifies emerging regional needs and opportunities and assists in developing innovative programs, partnerships, and funding strategies to address them.
  • Helps build the capacity of local governments and community organizations to plan, secure funding for, and implement projects.
  • Supports educational, training, networking, and professional development activities for regional stakeholders.
  • Encourages the use of shared services, regional approaches, and collaborative strategies where they can improve efficiency, reduce costs, or increase access to resources.
  • Evaluates program effectiveness and recommends improvements to strengthen the Regional Board’s impact and return on investment.
  1. Public Representation and Communications
  • Represents the Executive Director and Regional Board at public meetings, conferences, workshops, hearings, planning sessions, and meetings with public and private organizations, as assigned.
  • Presents information concerning Regional Board programs, regional priorities, funding opportunities, project development, and economic and community development issues.
  • Provides advice and technical assistance to local government officials regarding projects requiring federal, state, or other public financial assistance.
  • Assists with communicating the Regional Board’s programs, accomplishments, funding opportunities, and regional priorities to stakeholders and the public.
  • Serves as an ambassador for the Regional Board and promotes the organization’s role in advancing coordinated regional development.
  1. Board Governance Support and Compliance
  • Assists the Executive Director with preparation for Regional Board meetings, committee meetings, presentations, and other official Board activities.
  • Provides staff support to Board committees and working groups as assigned.
  • Prepares or reviews technical materials, staff recommendations, project summaries, and other information presented to the Regional Board.
  • Helps ensure that Board actions and organizational activities are consistent with applicable laws, policies, funding requirements, contracts, and adopted regional priorities.
  1. Other Duties
  • Performs other related duties and special projects as assigned by the Executive Director.
  • Maintains a high level of professionalism, confidentiality, responsiveness, and accountability in representing the Regional Board.
  • Performs duties in a manner that advances the Regional Board’s mission to partner with member counties to identify and address multi-county issues and improve the quality of life throughout the region.

Benefits Available:

Full-time (37.5 hours per week) position is available, with considerable time spent working in the communities. Benefits include participation in the New York State Retirement System, Excellus Healthcare & Sun Life Dental, generous paid leave, and life insurance. Qualifications:

Bachelor's Degree with five years experience leading efforts in economic and community development with responsibilities defined above.  The 2026 annual approved salary is $110,000.
